Grantors
The Payment Management System (PMS) helps Department of Health and Human Services (HHS) and Non-HHS Grantors manage grant payment requests, drawdowns, and disbursement reporting activities. Primary responsibilities include: Registering recipients (PMS personnel perform this function for Non-HHS grantors); Issuing award notices; Inputting authorization data into the Payment Management System; Approving Federal Financial Report (FFR)/Financial Status Report (FSR); Monitoring awards; Closing out awards; and Reconciling your accounting records to the PMS information.
On December 23, 2019 the login box was removed from the homepage and replaced with a login button on the top toolbar. Once you click on the login button a new screen has been provided. Processing Credit Card Payments Online

Effective March 4, 2019, USAID will begin including the USAID Operating Unit (OU) and Program Area (PA) information in the Payment Management System for new awards and for incremental funding under existing awards. Awards funded using a 2015 fixed appropriation will cancel on September 30, 2020. Undrawn award funding issued from 2015 fixed appropriation account funds will no longer be available for program expenditures, obligations or payment requests in the Payment Management System.
